The ability to read is the foundation of learning. Research shows that children who are not reading at a third-grade level by the end of grade 3 are likely to have trouble learning in all classroom subjects in higher grades.
Ohio’s Third Grade Reading Guarantee (TGRG), as included in ORC 3313.608, stipulates that students cannot be promoted to 4th grade without earning the required score on the state reading test or approved diagnostic assessment (NWEA). The TGRG places an emphasis on the importance of your child’s ability to read at grade level and further stipulates the impact this law has on third grade promotion and retention.
